JOB SUMMARY
The Director of Human Resources / Compliance Officer provides strategic leadership and day-to-day oversight for all human resources functions of the Jefferson County Clerk's Office (JCCO), supporting approximately 260 team members across the organization. The Director leads workforce planning, recruitment, retention, training, employee relations, performance management, compensation support, benefits administration, policy administration, records management, and HR operations. As a member of the leadership team, this position advises the Chief Administrative Officer and department leaders on workforce needs, organizational effectiveness, and people-related risk.
The compliance component is focused primarily on employment, workplace, policy, ethics, training, recordkeeping, and other administrative requirements assigned to Human Resources. The Director monitors compliance, recommends corrective action, and coordinates legal interpretation and privileged matters with JCCO's in-house legal counsel. Compliance responsibilities are expected to represent approximately 25% or less of the role.
MINIMUM QUALIFICATIONS
· Bachelor's degree in Human Resources, Business Administration, Public Administration, Organizational Leadership, or a related field; an equivalent combination of education and progressively responsible experience may be considered.
· At least seven years of progressively responsible human resources experience, including significant responsibility for employee relations, HR operations, policy administration, and organizational advising.
· At least three years of leadership or supervisory experience, preferably overseeing multiple HR functions or professional staff.
· Demonstrated experience applying employment requirements and workplace policies, conducting or coordinating sensitive reviews, maintaining documentation, and advising leaders on risk and corrective action.
· Experience handling confidential information and communicating effectively with employees, managers, executives, legal counsel, and external partners.
· Proficiency with HR information systems, applicant tracking or talent systems, reporting tools, and Microsoft Office applications.
· Master's degree in Human Resources, Public Administration, Business Administration, Organizational Development, or a related field.
· Professional certification such as SHRM-SCP, SHRM-CP, SPHR, PHR, or a recognized compliance credential.
· Experience in local government, a public agency, an elected official's office, or another regulated, multi-site service organization.
· Experience leading workforce development, retention, succession planning, compensation/classification, or compliance improvement initiatives.
