Catholic Charities of Louisville (CCL) is the social-service arm of the Archdiocese of Louisville (ADOL). We provide help and create hope for the poor and vulnerable through a wide range of programs, assisting clients of all races, backgrounds and beliefs. Our service area includes 24 counties throughout Central Kentucky.


  GENERAL SUMMARY:  

The Compliance Specialist – Programs is a staff member of the Kentucky Office for Refugees (KOR), a department of Catholic Charities of Louisville. Catholic Charities of Louisville is a pass-through entity (PTE) for the federal Office of Refugee Resettlement (ORR) to administer the Kentucky state refugee resettlement program and serve as the State Refugee Coordinator’s office. The Kentucky State Refugee Coordinator oversees the coordination and implementation of refugee services throughout the state.

KOR is responsible for the management and operation of federal funding that supports post-resettlement programs including short-term cash and medical assistance, employment services, case management, English Language Training, and a variety of other social services for refugees and other eligible populations who arrive in Kentucky. KOR funds programs and services in each resettlement community and participates in community meetings to ensure general awareness and coordination between stakeholders.  

   

Under the supervision of KOR’s Compliance Manager, the Compliance Specialist - Programs is responsible for leading the department’s organizational and programmatic monitoring activities, aiding in the completion of risk assessments, analyzing service plans associated with subrecipient applications for federal funding, and facilitating programmatic compliance by developing and leading occasional training and coaching sessions in small group settings. The Specialist - Programs role is vital to the fulfillment of KOR’s responsibilities to ORR and subrecipient organizations.  

   

A hybrid work schedule with weekly in-office days is available.  

   

ESSENTIAL DUTIES AND TASKS  

 1.      Conduct organizational and programmatic monitoring of KOR’s subrecipients  

2.      Aid in conducting risk assessments of all applicants for funding  

3.      Review award applications for programmatic compliance  

4.      Develop training materials and provide coaching to increase compliance  

5.      Monitor compliance with Family Self-Sufficiency Plan requirements  

6.      Other duties as assigned  

   

EDUCATION AND EXPERIENCE:   

  • Experience that demonstrates knowledge of auditing, risk management, or compliance for federal grants is required.
  • Bachelor’s degree in public administration, public policy, political science, or nonprofit management highly preferred. Candidates with four-year degrees in other relevant fields of study and 2 years of directly comparable experience will also receive consideration as preferred candidates.

SPECIALIZED SKILLS AND KNOWLEDGE 

  • Expertise in interpretation and application of federal regulations, including 2 CFR 200 (Uniform Administrative Requirements)
  • Familiarity with monitoring and compliance tools and resources
  • Strong aptitude and appreciation for the “Why” in administrative regulations in addition to the “What” and “How”
  • Ability to communicate, teach, and coach compliant organizational and programmatic practices to an audience with varied levels of expertise

Bachelors degree and 1-2 years of experience
